A Decree from District Governor Otton Wächter about establishing the Krakow ghetto, March 3, 1941.
Due to health and policing reasons it is necessary to contain the Jewish population of the city in a separate district, a Jewish housing district.
I hereby decree: A closed housing district for Jews will be created, where all of the city's Jews will have their apartments, effective immediately. It is forbidden for any Jew without exception to live outside the Jewish housing district.
The non-Jewish population living within the Jewish housing district should move to the [nearby] Kazimierz district by March 20, 1941.
